Belmont Shore Residents Association MINUTES BOARD OF DIRECTORS MEETING May 10, 2007 The meeting was called to order by Secretary Jeff Miller at 6:30 pm. The Officers and Directors present were Judith Blevens, Jillian Chandler, Jeanette Gavin, Michael Gavin, and Marshall Pumphrey. Directors Kenneth Cinotto and Roy Hanson were absent. Twenty-one additional BSRA members and visitors were present. Mr. Miller addressed the recent resignation of President Nancy Buchanan and the other board vacancies, including Vice President. In the absence of the President and Vice President, the bylaws stipulate the Secretary "shall have and exercise all authority and responsibilities of the President". This situation will continue for an additional three months: New board members are nominated in August and elected in September. The meeting agenda was approved, with the addition of two items of new business: (1) Executive board vacancies (Marshall Pumphrey), and (2) Naming of the alley adjacent to Livingston Drive (Jeanette Gavin). The minutes of the April meeting were approved, with this correction: The checking account balance was $2,163.05. Secretary Jeff Miller reported the current membership is 120. Treasurer Jeanette Gavin reported the checking account has a balance of $2,163.05. Ms. Gavin reported the issues discussed at last month's Parking Commission meeting were the replacement of damaged or missing trees and the status of newspaper boxes. Mr. Bill Lorbeer, Chair of the Parking Commission, described the changes in parking meter hours of operation and the status of the alley repair project. Mr. Tom Fentholt requested support from the commission for cleaning and refurbishing the alley walls of the Second Street businesses. Mr. Lorbeer replied they have no jurisdiction over individual businesses. Sgt. Joe Klein of the LBPD reported the recent police activity, noting seven recent auto burglaries in the area. He replied to a question about enforcement of the prohibition of skating and bicycling on sidewalks by reporting that increased enforcement will begin June 1, and will also include increased emphasis on policing bars. Ms. Julie Maleki from Councilman Gary DeLong's office distributed the Community Planning Bulletin for May, in Mark Hungerford's absence, since he was not able to attend tonight's meeting. She noted the appeal of the Lennar development project will be heard at the City Council meeting May 15. She announced a replacement survey will be available soon regarding the city-owned parcel currently used as a parking lot by the Bayshore Community Church, as a result of complaints at Monday's community meeting on the subject. The owners of the residence at 118 Santa Ana Ave. addressed the meeting to request support for their remodeling plans. They intend to replace an aging carport with a new garage and rooftop patio, which will require some zoning variances. Their plan as described was met with general approval. Any formal action was deferred until an official variance request is submitted. Ms. Gavin suggested a future presentation by the Planning Department to explain and clarify city zoning regulations. Mr. Lorbeer questioned why a zoning change to allow carports has not been pursued; Ms. Gavin replied there is no consensus on the issue. Mr. Pumphrey noted the existence of three Executive Board vacancies and appealed for interested association members to consider serving. Ms. Gavin presented a request from Council member DeLong for assistance from BSRA in naming the alley adjacent to Livingston Drive. Discussion of this issue followed; the conclusion was additional time is needed to consider names. Several members of the audience and the board engaged in a discussion about the recent meeting concerning changes in the Livingston Drive playground, green space, and the parcel currently used as a church parking lot. A resident of Bayshore Ave. asked the board to take a position opposing the operation of Cabo Cantina as a bar. Ms. Gavin noted the requirement for a percentage of food revenue to qualify as a restaurant and questioned whether they would be allowed to include revenue from the adjacent but separate fast-food restaurant. A motion was approved to request written clarification of this issue, including the association's continuing opposition to additional full-service bars.
